an option price that represents a hurdle

Explanation:
The "Ausübungshürde" and the "Ausübungspreis" are one and the same, except that the price inclmuides a surcharge of 20% that represents a hurdle to excercising the option. I think there is not other but the round-about way of trabnslating this.

For "Ausübungspreis" Schäfer gives "Basispreis" = base price.

offering price

Explanation:
Ausgabekurs - issue price, issuing price, offering price
I personally prefer "offering price" as the most often used one in similar contexts.
Ausübungshürde - exercise hurdle/barrier
