have seen very frequently: specialty departments or functional areas. I'm thinking understanding of IT von der Fachseite means that the employees in these areas/departments have a good understanding of IT wihtin the context of/as it relates to their specialties/functions.
I also don't see anything wrong with using non-IT (or IS, in some companies) departments "zur Abswechslung".

Thanks much to all contributors! I wound up using operational (in contrast to corporate) departments, but several of the other suggestions could also have worked well. A son I consulted also suggested "process owners", an apt suggestion that, however, didn't suit the particular sentence. All the best from Wild Woderful West Virginia! Tom

What they're getting at (and I'm sure you know this) is that specific activities use the IT functions, some of these users understand the IT functions, and some don't. In the context you provide: a wide range of companies, from manufacturing to wholesalers to banking. using a term like "technical departments" or "business departments" just isn't broad enough. You may have to come up with a vague phrase like "activities using these IT services," or "client departments" as English just doesn't have a nice general and uninformative term like Fachabteilung.
