The second term is a little more difficult. I believe what they mean is that the fee is given to the agency (that makes the grant) and isd to be used ot offset costs in the accounting area or district. Governmental accounting is often organized in districts and sometimes by administrative types.
Searcvhing Google for "Rechnungskreis" delivers some examples like:
"mit einem vierjährigen Leistungsauftrag des Bundesrates und einem eigenen Rechnungskreis geführt. Dies verlangt eine Änderung der Verordnung über den ETH ..."

As does a search for "accounting district".
