What the tax man does not want, is for you to build a new wing on your dacha and call it a maintainance. If the roof leaks, or the siding needs paint, or the back stoop is falling down, those are costs that are covered. Also, the tax man does not want you doing such things before you really need to. Therefore timely. Or: "timely, basic rennovation of substance."

Explanation:
Objection: "zeitgemäß" is not "timely" in this context because the point of time is irrelevant. zeitgemäß in this context means "dem heutigen Stand der Technik entsprechend". If you maintain the heating system by dumping your former brick oven and installing a modern system driven by something else than bricks you still don't have to capitalize (because of improving the substance of your building) because that's "dem heutigen Stand der Technik entsprechend".
