Bus/Financial
German term or phrase: Arbeitsamt
I found employment exchange or job centre in the dictionary but neither seems suitable. The context of my text implies an office where all issues relating to employment are handled not just where you go to get your dole!

English translation:Employment Office
Explanation:
. . . as confirmed in Romain's Dictionary of Legal and Commercial Terms and preceded with the word "German" in parantheses. Later among the equivalents given "labour exchange (GB)" appears, which, as you've already mentioned, doesn't quite cut it for you. "Employment Office" is not all that creative, maybe, but if you're worried about choosing a translation that leaves the impression that it's just the place you go to get your "dole," Americans, at least, associate that with the "Unemployment Office" and seeing "Employment Office" might help the reader realize that there's more that goes on there.

Federal Employment Service or Agency

Explanation:
You are right, this Federal Agency does everything to do with employment as well as with unemployment. One small part of their responsibility is to pay dole.
