Same context as my question yesterday:
On a chart entitled "NOAH: Das Projektkonzept" the following subheadings appear: (NOAH stands for Neu/Offen/Aktiv/Herausfordernd)

- Der "Case for Change" und Projektauftrag
- Die Projektlandschaft (Aktionsfelder von NOAH)
- Der Terminplan
- Die Projektorganisation
- Die Teilziele je Aktionsfeld

Any ideas anyone? (does one really say "project order"?)

Explanation:
I don't think this has anything to do with the actual order or placement of the order, but I understand "Auftrag" in this context as the mission (a mission statement, as it were) of the project. It's the first item in a list, and in conjunction with "Case for Change", it makes sense that the Projektauftrag here simply refers to a statement of objectives that the project is to achieve.

The list you give goes from the general to the more specific, so "objectives" (or mission, to use a more military term) would fit in perfectly.
