Explanation:
My interpretation is that this means the general partner must pay a part of his own expenses incurred including his own salary. This serves as a restraint so that s/he doesn't blow money frivolously. However, because the limited partner usually has put up a larger part of the original money, s/he bears a larger portion of these costs.

If this interpretation is right, one possible translation might be:

"Expenditure or expense reimbursements as well as fixed salary are to be treated as costs and apportioned in the same ratio as that of the respective partners' investment shares."
