Explanation: Most of the sites that come up when Monopolhehlerei or Abgabenhehlerei are queried are Austrian. It may be that the "Hehlerei" means more in Austria than "the offense of fencing" = "the offense of trafficking in/receiving stolen goods". Duden usually give special Austrian or Swiss usages but there is nothing this time. From the context of the references below, it might also be used to mean misappropriation.
