Explanation:
"The financial crime of intentionally encroaching on the state's monopoly rights, its monopoly on receiving stolen goods: the fraud of taxes on monies received. Stealing, via deductions."
Langenscheidt provided the definitions. It looks as if the text is about thieving from a thief (as they say the government is). Context may require modifying my version.

Explanation:
Most of the sites that come up when Monopolhehlerei or Abgabenhehlerei are queried are Austrian. It may be that the "Hehlerei" means more in Austria than "the offense of fencing" = "the offense of trafficking in/receiving stolen goods". Duden usually give special Austrian or Swiss usages but there is nothing this time. From the context of the references below, it might also be used to mean misappropriation.

If you do not get any better answers, you might patch something together out of the following:

"Der Finanzvergehen des vorsätzlichen Eingriffes in ein staatliches Monopolrecht oder der Monopolhehlerei, der Hinterziehung von Eingangsabgaben, der Abgabenhehlerei." = "...the financial criminal offense(s)/misdemeanor(s)/offense(s) of willful/malicious encroachment upon the monopoly privilege of the state or the receiving/(trafficking in)/(handling of) stolen/illegally obtained/misappropriated state monopoly privileged goods or services, the evasion/misappropriation of import duties, the misappropriation/misuse/theft of levies/taxes/fees/rates/contributions…"

Where texts like the following can be found, but unfortunately no definitions so far:

" der Hinterziehung von Monopoleinnahmen, des vorsätzlichen Eingriffes in ein staatliches Monopolrecht oder der Monopolhehlerei nach § 46 Abs. 1
lit. a des Finanzstrafgesetzes von einer Finanzstrafbehörde bestraft worden ist, ist von der Ausübung des Gewerbes ausgeschlossen, wenn über ihn wegen eines solchen Finanzvergehens eine Geldstrafe…"
