German term or phrase: Kurzarbeit
For nearly thirty years now, I have thought "Kurzarbeit" was "short shift(s)" in American English. Now I finally have the term in a translation and thought I had better make sure. To my surprise, NODE, Romain, Hamblock/Wessels, Eichborn, and Dietl/Lorenz all show only "short time" or "short time work". I could not find any mention of "short shifts" in those dictionaries.

Search engine queries show both "short time" and "short shift" usage for "Kurzarbeit" but no clear trend toward either term. Also, a lot of extraneous rubbish turned up for both terms. I would like to hear from some US native speakers or long term US residents which term sounds more "Merican" to you.

The context is:

"Voraussichtlich bis Mitte September wird in den Werken XXXX and YYYY nur kurz gearbeitet."

I would probably use reduced working hours/time and paraphrase the sentence a little but your suggestions are fitting as well.

Langenscheidt says : short time work or to be on short time

Ernst says part time work but I don't agree with that in this context.

The term "Kurzarbeit" came up several times in my German text so I used "reduced working hours" and "short shifts" from Antje's suggestions plus "cutback in working hours" from Beth. I did not use "shorter working hours" because that phrase is often used for Union wage demands:

"shorter working hours for higher wages", etc.

I also did not use "short time working" because the translation was for pure US consumption and almost all of the thousands of hits for "short time working" were from BE countries. That is also where all the dictionary entries came from.

Explanation:
I searched under short shifts and found about 1100 hits, but a quick skim showed most of them not to have your context, that is, where a company reduces the hours worked (generally temporarily) for economic reasons.
I think reduced hours is a good term, and also have heard of "cutbacks in hours worked," although just cutbacks by itself seems to refer to the elimination of jobs altogether.

Explanation:
As a newer term that may be unique to the German economic situation, I think it's appropriate to translate it as an earlier respondent suggested.
I have seen this term used a lot in connection with rising unemployment in the former East Germany. In this context, "Kurzarbeit" could be applied to any type of work (not just shift work). I have even encountered the curious term "Nullarbeit," which as far as I could determine is a way of fudging on unemployment stats--the employee isn't currently working at all but somehow still counts as employed in the governmental statistics.
