Die Alkoholreduktion im Offsetdruck ist seit Erlass der Richtlinie des Europaeischen Rates vom 03.1999 sowie seit Einfuehrung der Lenkungsabgabe in der Schweiz ein zentrales Thema der Druckindustrie.

Although the context is the printing industry, I think the word in question is a financial/legal word...right?

An "Abgabe" is usually a charge, levy, tax...so could this be a "control/steering rate"? Considering the European Rate Guideline mentioned this seems plausible.

And what is "Richtlinie des Europaeischen Rates"? Rates? An English word suddenly appears in the title?
