Given the reference to SOX (which probably means Sarbanes-Oxley), are you sure this relates to computers? It's not my field, but maybe 'Kommentierbarkeit' means something like 'susceptibility to critical commentary' (probably not a desirable property).

Explanation: I agree with Niamh that this an IT question. I think "Kommentierbarkeit" refers to the need for a technical facility to add comments, just as people will able to add comments to what I am writing here because the required tools are in place. I don't think the text implies that the protocols are "open to comment" as in questionable
I found commentable/kommentierbar and commentability on google, but think it can be expressed better with "interactive".
