German term or phrase: bauliche Erhaltung

Full sentence: Die Maßnahmen der *baulichen Erhaltung* (of a road) gliedern sich in drei Bereiche: bauliche Unterhaltung, Instandsetzung und Erneuerung.

My (otherwise great) dictionary on road construction translates both *bauliche Erhaltung* and *bauliche Unterhaltung* as "structural maintenance".

Both terms are used pretty often throughout the text, and as *Unterhaltung* (usually translated as >>> maintenance) is included in *Erhaltung*, I can't use "maintenance" for both.

I thought of using *preservation* for Erhaltung but don't want people to think I'm talking about strawberry preserve.

Any help would be greatly appreciated.

Explanation:
Like filling in potholes, maybe.
I'd translate the others as major repairs (which would include resurfacing) and rebuilding, which would include rebedding, I think

Road maintenance (and engineering) would IMO be a suitable option; although I do think the \"and engineering\" is probably superfluous.

If you google for \"road maintenance engineering\", there are many hits for it which split into \"road maintenance, engineering...\". There are about seven or eight used as headings of one sort and another, which look as if they probably cover all three aspects.
