German term or phrase: Fachcontrolling
The term I'm dealing with is 'Fachcontrolling', used as a countable noun in a project execution plan for the planned construction of plant to produce solar modules (photovoltaic modules). However, I at least suspect that this is Neudeutsch for Fachkontrolle.

The term appears to be used most often in a financial or related business context, but in this case it is used in the context of monitoring the execution of the construction work.

The specific context is the following passage in the text ('Fachcontrolling' appears in the second paragraph here, with ** added for convenience):

3.14 Qualitätsmanagement
Mängelmanagement ist Aufgabe der Generalunternehmer (GUs), d. h. die Leistungen der Nachunternehmer und eigene Leistungen sind zu koordinieren und auf der Baustelle so zu führen, dass dem Auftraggeber XXXX ein mängelfreies Werk übergeben werden kann.

3.14.1 Abweichungen
Die XXXX [Auftragsgeber] behält sich jedoch vor, im Rahmen eines **Fachcontrollings**, während der Ausführung mittels des Formblatts „Bedenken/Hinweise“ vorab schon kund zu tun, dass man mit der Ausführung/Ausführungsqualität nicht einverstanden ist.

I basically agree with your interpretation and would suggest the above. You'll most certainly agree that any use of "controlling" in the English version would be translatorese.
