Explanation:
Although I can still here my mother yelling at me every cold winter morning to get off the register (vent) and get to school, I believe that in this case, Ernst's "damper register" will better suit your needs (Ernst: WB der industriellen Technik). Hope this helps, Will

Explanation:
Just to cloud the issue a bit -- strictly speaking, the register is the plate through which the heated air passes (hence the term in Ernst, since it often incorporates a damper to regulate the air flow). If the 'Heizregister' actually means the heating element (usually one or several parallel lengths of pipe with fins), it should be called a 'Heizkörper', and then in English, in this case, it would be a 'sub-floor radiator'.

Explanation:
I also stood on the register when I was a kid, Will, but we certainly did not have what the Germans refer to today as "Bodenheizung". If this gizmo "contains" the copper pipe then damper might not be right because the damper = register from Ernst might mean a regulator of some type. This "Register" might be a sort of framework to hold the piping in the right position, keep the piping "in register" – not too deep or high, etc called "clipping rack" at this British site:

The above site also refers to "aluminum diffusion plates" which might also be the German "Register". This American site refers to "heat transfer plates" with the same meaning:

OR like Ken says, it might be an under floor arrangement of special flat, thin heating panels, like a modern radiator, which would more efficiently transfer heat energy to the floor surface above than just simple piping would.
