neutral  Harry Borsje: IMO they'r referring to the neutral conductor of an AC installation (at the reference potential level which is normally at a 'safe level' of 0 VDC)

  -> May be, Harry, but with the rest of the context, i.e., supplying the loads 'bei Ausfall...' I think hi-rel is better. Besides, even the 'neutral' is not something *I* would consider safe!

agree  Ken Cox: 'Schiene' might even be used figuratively (as in 'supply rail' in English, which in the broad sense just means the operating voltage)
