I have a hard time with this term. My thoughts are along the lines of "land-lease power feed-in agreement". Since its a part of a list, there's not much context, I'm afraid.

Explanation:
this contract is a contract between the company making the energy and the enduser. This might include, that the user sells energy to the company (e.g. solar energy) and buys it back at special rates. See for example the link. I believe, you don't have to translate the "Pacht". These contracts are called Einspeisevertrag/Energieeinspeisevertrag or Anschlussnutzungsvertrag. You might also drop the "energy" if it is clear from the context, that it is energy. German terms are sometimes to detailed and long.
