German term or phrase: Stufenbohrung
Eventuell wäre zu überlegen, das Loch ganz durchzubohren and die Gewindestange oben und unten mit einer Mutter zu befestigen. Bei einer Stufenbohrung sollte genug Platz und Bewegungsfreiheit dafür vorhanden sein.

This is in reference to mounting a camera housing on a table.

Explanation:
I can find no confirmation of this, but the only thing that would make sense is counterbore. There would be enough space for the nuts if they were recessed in a countersunk hole.

agree  Kim Metzger: "A basic rule of thumb when drilling multi or stepped holes in timber is use the biggest drill first and go down in size as has been suggested previously. Steel is the exact opposite, smaller first, bigger last." http://www.woodworkforums.
