German term or phrase:Arbeits- und Betriebsmittel
To provide some background: we are dealing with an aircraft development company here.
I used "resources" to begin with; but now I need to find a term for "Betriebsmittel" only. Would "tooling" be out of place?
manpower (or human resources) and work and production resources,
the latter embrace: facilities, machinery (machines and tools), necessary equipment (technological), transport, production sector communications, etc.
Usually is applied in cases of describing the two main resources of any production (men and machines+facilities). Such a classification belongs to Karl Marx ("the labour and means of production" see the article
Karl Marx and Marxism in Britannica).

Explanation: In my opinion, tools could possibly be used for Arbeitsmittel if the context allows.
