observe local noise ordinance
Explanation:
or: comply with local noise ordinance

Common US usage does not refer to "noise pollution". When discussing procedures to reduce noise, the terms "noise abatement" (more commonly) or "noise control" (sometimes) are used. Usually, though, the ordinances regulating noise abatement measures are simply called "noise ordinance" - it's understood that they deal with the reduction of noise.

observe local noise pollution regulations

Explanation:
Ernst lists "Lärmschutz" as "noise protection", but I do not quite agree with that. It almost sounds as if the noise has to be protected.
But if you look at
http://www.google.com/search?hl=en&lr=&safe=off&q=noise prot...
then you get almost the same sites as when you replace the "protectiobn" by "pollution". SO both terms are correct and used. Your choice.

Explanation:
In english you can get away with not using the translation for "Schutz" = protection.
The protection in noise regulations is understood.

to observe local noise abatement regulations / to comply with local noise abatement regulations

Explanation:
In Germany: noise abatement regulations
In Switherland: ordinance on noise abatement

How about a joke?

"The airline captain was surprised to hear the radio announce: "Flight 2035, turn right 45degrees immediately to comply with noise abatement regulations."

He replied: "Roger control, am turning right. But I'm flying at 10 000 metres, how much noise can I be making at this altitude?"

"Control to flight 2035, have you ever heard how much noise a Boeing 737 makes when it hits a 747?"

to follow (observe) local noise protection regulations

Explanation:
or the ... regulation.

a German Verordnung involves a multitude of Bestimmungen.

Plural seems more locigal to me.
