German term or phrase: Ortsbäurin (Ortsbäuerin)
"Ihre namensgleiche Vorgängerin im Amt der ***Ortsbäurin*** – Frau X lacht dazu:

Vor den Weiberleut haben sie sich gefürchtet. Vorher hatten die Frauen nicht so viel zu sagen gehabt. Aber als es ernst wurde mit dem Kraftwerk, da haben sie sich dann doch auch gewehrt."

This is from a text about an Alpine farming community in Austria resisting a proposed power station. I am mystified by the term "Ortsbauer/Ortsbäuerin", or as it appears in this text, "Ortsbäurin". It seems to be some sort of special office (as indicated by the word "Amt"), and various German and Austrian sites I've looked at seem to confirm this. However, I cannot find a translation in English and wouldn't have a clue what the nearest English equivalent would be. TIA for any light you can shed on this strange word.

local farmer matriarch
Explanation:
The Ortsbäurin is the most influential farmer woman in this community. It is not an official thing, but inofficially she has the say in everything. Like a sort of "clan leader". Hope this helps, greetings from Austria,
Sonja

agree  Anne Schulz: But above her is the "Kreisbäuerin" who is the chief farming mistress of a whole county (that's what it is in Bavaria, anyway).
