I know this is one term more than allowed, but they belong together. Can anyone come up with anything better than 'all management levels'

it really depnds on further context - the meanings of Stufung and Gliederung can be quite close. If at all, Stufung/Einstufung would be "allocation" or "assignment" of a certain level (more a vertical hierarchy), for example graduate school and doctoral program, whereas "Gliederung" can be any sort of "(sub)classification" or (sub)categorization"

I would say "categorization" and "subcategorization" or "division" and subdivisions" or go with the closest, literal meanings:
