alternative civilian service (ACS) or alternative service
Explanation:
Here are a few citations using this kind of language. I hope they fit in with the context you have. I would not be surprised if other expressions were used elsewhere.

“The question we asked ourselves was: should avoidance of military service, out of disagreement with the goals and practices of the IDF, be accompanied by alternative civilian service?

...Nevertheless, despite the varied range of views held by members of New Profile, I think that all of us agree on the demand for legal recognition of the right of those who wish to, to perform alternative service, even if they are men or non-religious women.”

“The right to a purely civilian alternative service for conscientious objectors is advocated by intergovernmental bodies such as the Council of Europe and United Nations Commission on Human Rights. Standards adopted by these bodies clearly state that alternative civilian service should be available to all conscientious objectors who apply on grounds of conscience or profound conviction arising from religious, ethical, moral, humanitarian, philosophical, political or similar motives.”

“Elena spoke about the history of Youth Service and Alternative Civilian Service (ACS) in Russia, and outlined the work of the Moscow Regional Public Charitable Fund `Social Partnership' in trying to strengthen ACS by helping to bring about the creation of the mechanisms needed for ACS to operate in the field of social security and welfare.”

I hope this addresses your need.

alternative national service

Explanation:
I think you need to explain what this means, especially if you're writing for an audience in a country where joining the armed forces is not obligatory, e.g. the UK. You might want to add that conscientious objectors (Wehrdienstverweigerer) can do a variety of jobs, e.g. drive an ambulance, do voluntary work in a hospital, school for the blind or deaf, etc.

I don't think that community service conveys the correct meaning. As I understand it, it would be used more in the context of someone who has to do so many hours of community service for a minor offence instead of getting a prison sentence.

community service as an alternative to military service

Explanation:
i'm afraid this is quite a mouth-ful
but community service by itself has other meanings, eg. work-for-the-dole.
