German term or phrase: unterjährige Teilziele
Neugestaltung der ZV mit unterjährigen Teilzielen (milestones).
The ZV is to be restructured/ redesigned and as well as the main objectives, there are objectives to be achieved in the shorter term (I think this is roughly what it's on about). Can anyone think of a tidy phrase for the above? Milestones does appear in brackets in the German text.

I would suggest using the term "intermediate goals" rather than partial goals or objectives; it just sounds more positive; if you say you're setting a partial goal, it sounds almost like you don't have the wherewithall to reach the overall goal.
