Der große Eichborn lists "direction order" for arbeitsamtliche Zuweisung. You might be able to use that or s.th. like "assignment order" or "assignment notice".

I don't think you'll find a direct equivalent in US English. Bear in mind, too, that this apprenticeship was served (begun? - since apprenticeships generally last 3 years) in 1952 when the German economy was still struggling. Young people who wanted to serve an apprenticeship were assigned to the company where they were then trained.
