This isn't my specialty, and there may well be more to it than meets my eye. Generalbevollmächtigter can also be CEO, company secretary, plenipotentiary, and general/executive manager according to Hamblock/Wessels.

Thanks for the suggestions! I guess they would all work depending on the context. Since I am not quite sure that the suggested translation really fits this context and I unfortunately am not an expert in the nuances of legal terminology I have decided to work around the problem: "The granting or withdrawal of power of attorney or other authority" should be adequate. Thanks for your help.
