I personally think this should be "integrierten" Bestandteil, but that's just by the way...

Yes, I agree with you and also think the author meant "wesentlich" (it seems to me that the author was probably already kind of thinking in English when this was drafted); "[to] form an integrating part of a contract" makes absolutely no sense to me in this context.
