safekeeping relationship
Explanation:
What they are doing is transferring title without transferring possession, i.e., the safekeeping relationship stipulated in subsection 8 is arranged in lieu of such a transfer of possession (which is usually required for to transfer title under German law).

Here is an example:

"If the provisions of § 278 BGB, which pertain to contractual liability, are applicable in a variety of cases involving relationships similar to contracts, such as the public law responsibility for the safekeeping of objects (Verwahrungsverhältnis), it is still not possible to expand these provisions to cover the case of tortious liability for which the code has expressly provided the particular dispositions of § 831 BGB."

Note: My suggestion is, more or less, addressed to an US audience. I am unaware of differences in British terminology here, but there may be some (there usually are).
