The person in question is authorised to represent someone (a company or..) as 'einzeln', in this case as opposed to a very normal contruction: Two or more each or combined'.
'sole power of representation' is correctly 'alleinige Vertretung' which is a construction of exclusivity, i.e. only he or she is allowed to represent this someone.
