"die Kostenpflichtigen" - the people who have to pay something (in official language, depending on your document, something like "the party due to bear the costs" or "the party obliged to bear the costs").

auf jdn. entfallen - to be allotted or apportioned to somebody (see Collins German-English, English-German Dictionary, Unabridged, 4th edition)

So we get something like,

"the sums falling due to be paid by the party obliged to bear the costs".

der Bescheid - notification
vorschreiben - stipulate

The second half of the sentence means something like:

(the costs) are to be notified in writing in advance by the (...).

A suggestion for the whole sentence would therefore be something like:

"The sums falling due to be paid by the party obliged to bear the costs are to be notified in advance in writing by ..."

Explanation:

"responsible party" is the word of choice here. Once he completes payment, he becomes the "payor", if he fails to be, he is the "debtor".
