According to LEO and others,

Ressort = department
Abstimmung = vote/ballot (inter alia)

The dictionary at http://deutsch-englisch.englisch-infos.info/dr5.htm uses almost the exact term, namely "department vote". Logically, this would this would PRECEDE a "Ressortbesprechung"

disagree  Steffen Walter: This is not about voting but the consultation process before. / Abstimmung is used in its other meaning here (coordination/consultation). The voting would take place in parliament once the government has put forward the draft legislation.

  -> why is *abstimmung* used here, rather than *absprechen*, and shouldn't a *zwischen* appear somewhere? Why wouldn't a deprtment take vote before consulting with all the other departments?
