This does not sound like standard German to me. Usually I would translate it as "commission fund", but in this cas, it sounds like "Reserve" (like in Providenz). Is this an older text?

agree  Beate Lutzebaeck: I've never heard of Provisionsfonds either, seems to be used like the English term "provisions" (is this a Swiss doc?)
