This can't be right as Abrechnungsart, but thanks for your effort.
I chose 'open and closed accounting' in the end, I think that fits the context. Its about have a fixed rate or variable depending on the services actually provided.

Trying to find an answer for the same term, I came across this website:

According to this, "fixed rate" would be the "geschlossene Rechnung", and "Actual cost" would be the "offene Rechnung".
