German term or phrase: MSA
"MSA" occurs in a German legal text which deals with parental custody of children subsequent to a divorce. The parents have different citizenship.
My gut feeling tells me that "MSA" means something like "Multi-State" treaty, etc.

I have been able to track down a German definition of MSA:
Uebereinkommen ueber die Zustaendigkeit der Behoerden und das anzuwendende Recht auf dem Gebiet des Schutzes von Minerjaerigen.
I can't find a reference to 'MSA' with this meaning in any English language document, so it remains something of a puzzle.
(Incidentally, this site has a complete list of all acronyms and abbreviations used in German legal documents)
