I'm working on a text involving an interpretation of Book 7, Sec. 1 of the Sozialgesetzbuch, which deals with insuring against occupational health and safety hazards and providing coverage in the event of an accident. For reasons of context, the Sec. itself reads:

Aufgabe der Unfallversicherung ist es, nach Maßgabe der Vorschriften dieses Buches
1. mit allen geeigneten Mitteln Arbeitsunfälle und Berufskrankheiten sowie arbeitsbedingte Gesundheitsgefahren zu verhüten,
2. nach Eintritt von Arbeitsunfällen oder Berufskrankheiten die Gesundheit und die Leistungsfähigkeit der Versicherten mit allen geeigneten Mitteln wiederherzustellen und sie oder ihre Hinterbliebenen durch Geldleistungen zu entschädigen.

The interpretation that follows, in part based on previously published work, attempts to define in greater detail sections and phrases of the text. When talking about the overall purpose of Sec. 1, which the author describes as more "programmatic" than "prescriptive," the following appears:

"Die gesetzliche Rangordnung ist eine Wertung, und gleichzeitig die Beschreibung der Prävention sowie der Leistungserbringung und der Gesamtverantwortung aus einer Hand. Damit wird die Verantwortlichkeitsbereitschaft des UV-Trägers, der bei Risikoeintritt die Finanzierung der Restitutions- bzw. Kompensationsleistungen bewirken müßte, in besonderer Weise geweckt."

I've made a few stabs at a translation, the final being:

The order of precedence here represents both an assessment and description of prevention, as well as of expectations and overall responsibility from one source. In doing so, it fuels the willingness of casualty underwriters who would be obligated to finance the restitution and/or compensation payments when risks arise.

However, I don't feel that I have a decent handle on the meaning and would like anybody's input at to what's really being said here.
