to the extent that the (...) have been effectively agreed upon Explanation: (1) soweit = in dem Mass wie = to the extent that vereinbaren = abmachen, festlegen = to agree upon wirksam werden = geltend werden = to take effect, to come into effect soweit wirksam vereinbart = to the extent that the (...) have been effectively agreed upon (2) soweit = insofern = as/so far as vorliegen = vorhanden sein as far as the (...) are concerned With this sentence, I think you cannot translate literally.
