This is my qualified guess for betting on Beth's answer (KudoZ points to her) based on the fact that in Germany they would never (never say never) use the word 'Chauffeur' but 'Fahrer'. The French-oriented Swiss would though.

It could also stand for Schweizerisches Rechtsinformationssystem. I found the text of the Verordnung and reference to others, all of which have a "SR-Nummer,"

I did some more digging, and found Leipzig's first answer was right. The following was in a glossary of Swiss abbreviations:
SR = Systematic Register (of laws, ordinances etc.)
