I've had this mean a physical room in which data is processed. In this case it sounds like a room with filing cabinets, indexed e.g. 1.2.12. Someone was looking there for a letter (Schreiben) and an attachment or enclosure (Anlage). I think this fits here.

Began to suspect this myself - unfortunately have had to submit translation, but got around it by saying such things as 'documents to hand', 'available documents'
