vicarious agent
Explanation:
Verjährung - Statute of Limitations (Romain)

Erfüllungsgehilfe m
(Re) person employed in performing an obligation, § 278 BGB
– assistant
– vicarious agent
[Schäfer, Wirtschaftsenglisch]

Romain also gives "person employed in performing an obligation". However, a Google search on that term yielded only two hits, both of which websites (in English) originating in Germany. A search on "vicarious agent" yielded about 35 or so hits, however, many again originating in Germany.

See the following 2 references:
Finally, it also employs a form of vicarious agent liability rejected by the Cubby court.[133] The court, therefore, while claiming to be in harmony with the decision in Cubby, Inc. v. CompuServe, Inc.,[134] provides an apparently conflicting analysis to online service provider liability.

And, in a translation from the German:
Not requiring a licence according to (1) above shall be any person who
1. conveys letter post items on behalf of the person granted authorisation according to (1) above, as a vicarious agent or as a person employed in the performance of its obligations;
2. conveys letter post items enclosed with another item and relating solely to the contents of that item;
3. conveys letter post items in such a way that individual recorded items, in the interest of rapid, reliable conveyance, are accompanied at all times on the journey from sender to addressee by a person who has access to the item at all times and who can make the necessary arrangements (courier service).

But maybe a phrase like
"grossly negligent actions by vicarious agents"
will work for you.

3 hrs
servants employees

Explanation:
the strict legal term is servants (as in master and servant relationship) but this has fallen out of fashion, the key aspect is that of dependences: the Erfüllungsgehilfe follows directions or instructions and the employer is liable for the outcome unless the employee was acting ultra vires eg with gross neligence for which the employer should not be held liable. I don't think helper is the right terminology (unless it is Santa Claus and his helpers).

Verjährung = limitation of actions = The principle or law which allows only a certain amount of time for someone to start legal proceedings to claim property or compensation for damage, etc.
