See below Explanation: Look at this passage I found on the Internet; assuming this kind of context, I would say: "... must not be rolled over to those subject to fees, because fees may only be levied against necessary (or: required) expenses. Die als Folge der Überkapazität entstehenden Kosten dürften nicht auf die Gebührenpflichtigen abgewälzt werden, weil nur erforderliche Kosten gebührenfähig seien. I hope this helps. Gebührenfähige Kosten im Sinne des § 10 Abs 2 KAG (KAG HE) sind der durch die Leistungserbringung in einer bestimmten Leistungsperiode bedingte, in Geld ausgedrückte Werteverzehr an Gütern und Dienstleistungen, soweit sie für den Betrieb der öffentlichen Einrichtung unter Beachtung der einschlägigen gesetzlichen Vorschriften erforderlich sind. 2. Aus der Periodenbezogenheit der Kosten folgt, daß ein leistungsbezogener Werteverzehr in der Leistungsperiode zu erwarten sein muß, für die die Gebühr veranschlagt worden ist.
