I eventually translated Eintretens- und Zwischenverfügung as "preliminary and interim order" - for reasons I no longer remember, but it seems to me I was fairly comfortable with the translation by the time I had settled on it.
Your rendering conveys the same sense of Eintreten, I believe - though in language that is less idiomatic to a Canadian reader (I translate for the Canadian public service).

Mutual legal assistance is an important instrument of international cooperation in combating the increasing transnational criminality. It shall be kept in mind, that the state from which mutual legal assistance has been requested--in this case Switzerland--would typically not conduct a criminal procedure itself.
