second heir in succession
Explanation:
Succession is usually used to describe royal successors, but I think this may work in your context (I modified it from Supreme court news at http://www.willamette.edu/wucl/wlo/us-supreme/99cases/98-110...

successors to the successors

Explanation:
The term "Erbeserbe" refers in general to the "Erbe des Erben" (Creifelds, Rechtswoerterbuch). "Erbe ist, wer beim Tod einer Person ... kraft Verfuegung von Todes wegen oder kraft Gesetzes .. Gesamtnachfolger von Rechten und Pflichten des Erblassers wird ..., soweit diese vererblich sind." (Creifelds, Rechtswoerterbuch).

"Erbe" or "Erbeserbe" is, therefore, not limited to successors under a succession statute but also includes the successors under a will. You may want to be cautious using the word "heirs" as a general term for both groups of successors. At least in the US, the "[w]ord 'heirs' is a technical term and is used to designate persons who would, by statute, succeed to an estate in case of intestacy..," Black's Law Dictionary.

"Successors" are "[t]hose persons, other than creditors, who are entitled to property of a decedent under his will or succession statute." Black's Law Dictionary.
