Tentatively, I came up with the following based on Dietl: Decree concerning periodic needs-based payments to be made by a father for an illegitimate child in the care of its mother.

Can this enormous contruct really be appropriate?

Now, this seems rather complicated to me. Regelunterhalt ist not even mentioned bei the Duden.
But it seems clear to me that the term is "alimony"

I would not mention regular or periodic, because alimonies are paid regularly or periodically (per month) and they are always needs-based, since the revenues or the absence of revenues of the mother are taken into consideration.
