The context follows.' Verordnung' can be a decree or a regulation; I don't know what would be more appropriate in this context. For 'Maßnahmenkatalog' all I can find is a literal translation; surely there is something better!?

Die Regelung und Beschreibung von digitalen Signaturanwendungen kann nicht alleine in einem Gesetz geregelt sein. Dazu ist eine Hierarchie von Anforderungen notwendig, deren oberste Instanz die gesetzliche Regelung – das Signaturgesetz – ist. Dieser folgen die dazugehörigen Ausführungsbestimmungen, in Deutschland Signaturverordnung (SigV) genannt. Auf der nachfolgenden Ebene, die technisch bereits sehr konkret die technischen Anforderungen zur digitalen Signatur beschreibt, befinden sich die Maßnahmenkataloge. Sie werden in Deutschland von der Regulierungsbehörde für Telekommunikation und Post herausgegeben.

I prefer regulation over decree as regulation better reflects its origin of a regulatory body (regulation:'a rule or order issued by an executive authority or regulatory agency of a government and having the force of law', as opposed to: decree:'an order usually having the force of law')
As for Katalog, I think the literal translation would do, as in another known example 'European Waste Catalogue -- der Europäische Abfallkatalog'.

I haven't actually seen the book myself but since the telecommunications and the post has defined regulations for the issue at hand, I would venture to say that this is a book of standards.
