Instead of saying that individual measures should not be designed separately (or in isolation or as stand-alone measures), I would suggest to try and phrase it the other way around, provided, of course, you can do so within your context.
You might try to say something like: all the measures should be designed in such a way that they form / build / fit into an / the overall concept
or all individual measures constitute parts of the overall concept and are to be designed as such.
Just some suggestions, I'm sure you'll be able to come with a more elegant and appropriate phrase.
