I came back to this question to test whether I'll find it in this dictionary; and I did! Langenscheidt gives 'shrink tunnel for sleeve sealing'. So I was close in my previous answer except for the 'sleeve/bag' conundrum. See links below for machines that does 'sleeve sealing'.
