Confused about the sentence structure and translation...especially the middle part starting with "...ist, solange untersagt, bis..."

Marcus, the position of the comma after *ist*(not needed) causes the confusion.
In plain English : this machine/equipment part must not be operated until it has been determined that the machine into which it will be installed conforms with the EU equipment guidelines.

You will probably find a way tp phrase this more elegantly( using *is subject to* etc.)
