Kassenfrei refers to medical care and/or medication which is NOT paid for by the health insurance program. In this case, non-prescription over-the-counter preparations for self-medication. A "kassenfreier Patient" is a private patient, someone who pays for medical care out of his own pocket - just in case you run into that.

as there seems to be some quite fundamental disagreement between the two previous answer I would like to second the latter i.e. 'not paid for by (public) health insurance'. Kassenfrei is not an expression specific to Austria, the system of 'Krankenkassen' is used throughout Germany.

The most important sentence in Gerkrath's answer is shown below. It does seem from the word "restlichen" that "KASSENFREI" means those medicines approved for payment by the medical insurance system. The use of the word "jedoch" in your text also supports this. You might write "insurance paid" or "insurance payable" or "insurance payment acceptable".
