German term or phrase: Umnutzungen im Bestand and bescheinigen
Could the first sentence mean something like "Versatility of rented buildings". I was wondering about the word "bescheinigen" (same sentence) - in this case, is it just what the jury said (i.e. stated) or something more official (written confirmation).

Thanks Alison. Well, I had already written "confirmed", so thanks for confirming(!) that. I'm still not entirely sure what they mean by "Bestand" in this context, but then neither is my German boyfriend - I don't think stock or inventory, or even existence (perhaps at a push) would really make much sense.
