It could also mean that a limited number of copies (e.g. in an in-house or turnkey development) are >>customized<< for a specific purpose or customer. >>fine tuned<< or >>specifically attuned to<< occasionally fits too. Lacking more context, you might go with: >>Program “A” is tailored to (the) processing (of) graphics.<<

Explanation: I would use customized, possibly also geared towards although that implies (to me at least) a person rather than a thing like graphics on the other end of the cusomtization. I don't think tailored is used much (at least in American English) in software lingo as is the case here.
Explanation: I always have trouble finding an equivalent for designed when translating the other way round. Zugeschnitten auf is one of the words that fit best...designed specifically might be a little too strong.
