Does 'leitende Person' mean someone in authority, ie management, or simply someone to lead the anti-money laundering procedures? or neither?

I would go by the 'kiss' principle - keep it simple....
and the second part of the sentence provides the answer - the person that is answerable to the jurisdiction whenever any money laundering is followed up, as such manager (of a bank) or executive officer would seem the appropriate translation
